The way to interpret this table is to look at the Use column to determine when the header field is used, and whether or not the field is optional or mandatory for that instance. The sending/receiving columns may appear confusing at first, but remember that a proxy may be the sending entity, in which case it may have mandatory headers that would be optional if a user agent were sending the same header. For example, in the following table the ACCEPT-CONTACT header field is optional when being sent to communicate caller preferences. The ALLOW-EVENTS field, on the other hand, is used only when providing event notification and is mandatory if the entity is sending the field.
