This is a confusing parameter particularly because it has different behavior based on the distance model you select. In the ***_CLAMPED distance models, the distance between the source and the listener is always clamped between the AL_REFERENCE_DISTANCE and the AL_MAX_DISTANCE (i.e. the source can be no nearer than AL_REFERENCE_DISTANCE, and no further than AL_MAX_DISTANCE). The distance models without clamping do not impose any limits. After clamping the source-listener distance (if appropriate) the AL_REFERENCE_DISTANCE term is plugged into the appropriate attenuation model and is used to calculate the source gain as attenuated by distance. The AL_REFERENCE_DISTANCE term in all the distance models is a way to indicate how loud a sound really is. Assuming that all the samples in the game are going to be (roughly) normalized, and they all have the same AL_REFERENCE_DISTANCE they would all attenuate over distance at the same rate and sound at the same level. This is clearly wrong if one of the samples is an explosion and one is a footstep. The explosion should be audible a long way off (so it might have a reference distance of 50) whereas the footsteps are much quieter and should not be audible from far away (so they might have a reference distance of 1 or 2).
