End users are increasingly accustomed to broadband web browsing performance through xed Internet connections. In comparison, the browsing performance over early deployments of cellular systems supporting packet-switched services has su ered from limited throughput and rather signi cant latencies. Due to the interactive nature of web browsing, latency plays a particularly important role in determining perceived end user performance. This is particularly true for user-to-network interface link speeds above a few hundred kilobits per second, above which the e ective end-to-end throughput seen by the end user will be limited by other network links along the path. In comparison, the e ect of link RTT is cumulative over an end-to-end path. Thus, it is clearly the case that it is link RTT, rather than link speed, that becomes a performance limiting factor. The role of RTT on perceived link performance can be veri ed using the network setup illustrated in Figure 9.19, where a network emulator is used to induce extrinsic delay on the end-to-end communication link. This setup can be used as a platform for carrying out subjective degradation category rating tests as de ned in [2]. These tests are used for judgements of pairs of links, where one of the links does not bear any extrinsic delay and the other has been degraded by inducing some extrinsic delay. The links are compared and the degradation of the manipulated link is rated on a scale from 1 to 5, where 1 corresponds to very annoying and 5 corresponds to unnoticeable degradation.
